Creston Police report - March 25, 2025

Melissa K. Stephenson, 38, of Creston, was taken into custody 9:48 p.m. March 21, at Jarvis and Howard streets on a Union County warrant for the charge of theft, fifth degree.

According to a Creston Police report, at approximately 5:30 p.m. March 13, Stephenson was given $100 by the Creston Police Department to be used for purchasing methamphetamine from a known methamphetamine dealer on Elm Street. Stephenson went into the location with the money but failed to make a purchase. She returned $70 of the money given and used $30 of it to pay off a debt she owed to the dealer.

After officers explained to her she had committed theft, she was given five days to make a methamphetamine purchase for police but did not.

Stephenson was transported to the Union County Jail where she was released from after posting $300 cash or surety bond.

Noah A. Young, 25, homeless, was taken into custody 3:37 p.m. March 22, in the 800 block of Laurel Street on the charge of theft, fifth degree.

According to a Creston Police report, at approximately 3:07 p.m. officers were dispatched to Maurices for two previously reported shoplifters who had returned to the store. Young was observed by officers as he attempted to quickly leave the area. An employee of Maurices told officers he may be the male suspect if he had face tattoos, which Young is known to have.

Officers made contact with Young, who admitted to having stolen property on his person and removed items from his hooded sweatshirt pocket and items he had shoved down his pants at Walmart. Items produced and stolen by Young included a butane torch lighter, Monster Energy drink, Reece’s candy, sandwiches and a burrito. The total value of all items was $18.50.

Young was transported to the Union County Jail where he was released from on his own recognizance on a promise to appear.

Shelby N. Sheppard, 27, of Creston, was taken into custody 3:52 p.m. March 22, at the Union County Law Enforcement Center on the charges of possession of drug paraphernalia; theft, fifth degree and possession of a controlled substance - methamphetamine, first offense.

According to a Creston Police report, at approximately 3:07 p.m. two shoplifters previously reported by Maurices had returned to the store. A male who was taken into custody after admitting to taking items from Walmart, identified Sheppard as the other party involved. Sheppard was located by officers in the Maurices parking lot and transported to the Union County Law Enforcement Center.

Sheppard admitted to taking items from Walmart and told officers the items were in her bag. The items were located as well as drug paraphernalia and a substance that field-tested positive for methamphetamine.

Sheppard was transported to the Adams County Jail where she was released from after posting $1,000 cash or surety bond.

Jared K. Devore, 19, of Creston, was taken into custody 2:37 a.m. March 23, at Highway 34 and Vine Street on the charge of driving while suspended.

According to a Creston Police report, Devore was observed driving a 2011 Ford F150 on Vine Street. Devore was discovered to have a suspended license.

Devore was cited and released on a summons to appear.

Jonathan D. Williams, 21, of Creston, was taken into custody 3:23 a.m. March 23, at highways 34 and 25 on the charge of possession of a controlled substance - marijuana, first offense.

According to a Creston Police report, at approximately 2:55 a.m. a traffic stop was conducted on a 2014 Chrysler 300 for traveling 32 mph in a 25 mph zone. Contact was made with the driver, identified as Williams, and the odor of marijuana was detected coning from the vehicle. Williams denied having any marijuana in the car. Williams was asked to exit the vehicle for field sobriety testing and was asked if he had anything illegal on his person.

Williams produced a jar containing marijuana resin. A probable cause search was then conducted which produced a pipe and two vape tips.

Williams has a previous controlled substance conviction from May 2022 in Union County.

Williams was transported to the Union County Jail where he was released from on a $1,000 cash or surety bond.
