Charles L. Harris, 55, of Creston, was taken into custody 6:17 p.m. Jan. 3, at his residence on a Union County warrant for the charge of failure to appear on the original charge of OWI, first offense.

According to a Union County District Court document Harris was ordered to appear in court Jan. 3, for a plea hearing on the original charge and did not appear.

Harris was transported to the Union County Jail where he was released from after posting $1,000 cash bond.

Paul R. Harpin, 30, of Creston, was taken into custody 12:13 p.m. Jan. 4, at the Union County Law Enforcement Center on the charge of OWI, first offense.

According to a Creston Police report, at approximately 11:50 p.m. Jan. 3 a 2016 Chevrolet Cruze was stopped at Howard and Maple streets for having its back window covered with snow. Contact was made with the driver, identified as Harpin, and the odor of an alcoholic beverage coming from the vehicle was detected.

Harpin told officers he had three beers over the course of four hours when asked how much he had had to drink. Harpin was transported to the Union County Law Enforcement Center for testing due to weather conditions. Harpin consented to field sobriety testing and showed clues of impairment during the tests. He consented to a PBT which provided a BrAC result of over .08%.

Harpin consented to provide a breath sample for chemical testing, which indicated his BAC to be .115%.

Harpin was transported to the Union County Jail where he was released from after posting $1,000 cash or surety bond.

Jordyn D. L. Swanson, 39, of Creston, was taken into custody 12:45 a.m. Jan. 5, in the 900 block of West Montgomery Street on the charges of interference with official acts, public intoxication and disorderly conduct - loud raucous noise.

According to a Creston Police report, at approximately 12:15 a.m. officers responded to a report of a possible break in at a residence. When officers arrived, a female, later identified as Swanson, was observed standing on the front porch of the residence. She was clearly intoxicated and did not know where she was.

The residents of the home said she had been pounding on the door and yelling, causing them to believe she was going to break into the residence. Swanson admitted to drinking some earlier in the evening but refused to tell officers who she was, where she came from or how much alcohol she had consumed. Swanson had the strong odor of an alcoholic beverage coming from her person.

She was transported to the Union County Law Enforcement Center where she continued to scream at officers and be loud and disruptive to dispatchers after she was told numerous times to be quiet. Swanson threw a chair across a room, striking a body camera sitting on a desk and a telephone. She ripped signs off of the wall near where she was seated and attempted to call 9-1-1 several times but was unable to figure out how to complete the calls. While at the law center, she finally identified herself and consented to a PBT, which indicated her to have a BrAC of over .08%.

Swanson was transported to the Union County Jail where she was released from on her own recognizance on a promise to appear.

Ashley D. Vandel, 32; Melissa K. Stephenson, 38; and Santos Olivera-Martinez, 40, all of Creston, were taken into custody 12:22 a.m. Jan. 6, at Howard and Division streets on the charge of possession of drug paraphernalia. Stephenson was additionally charged with possession of a controlled substance - methamphetamine, first offense and possession of a controlled substance - marijuana, first offense. Olivera-Martinez was also charged with possession of a controlled substance - methamphetamine, first offense.

According to a Creston Police report, at approximately 12:05 a.m. officers stopped a Jeep Wrangler and made contact with the occupants of the vehicle. An open beer can was immediately observed in a cup holder. The driver, identified as Vandel, and passengers, identified as Stephenson and Olivera-Martinez, exited the Jeep and a probable cause search was conducted. A methamphetamine pipe containing residue was located in the center console of the Jeep. No one in the vehicle took responsibility for the pipe and claimed to know nothing about it. All occupants were in constructive possession of the pipe.

In the backseat of the Jeep, a bag containing a small amount of marijuana, a baggie containing methamphetamine and a marijuana pipe were located. Stephenson took responsibility for all items in the bag.

A baggie with a small amount of methamphetamine was located on the passenger floor board of the Jeep, where Olivera-Martinez was seated.

Vandel, Stephenson and Olivera-Martinez were transported to the Union County Jail where Vandel was released from after posting $300 cash or surety bond. Stephenson was then transported to the Adams County Jail and held on $2,300 cash or surety bond and Olivera-Martinez was held on $1,300 cash or surety bond.
