Lacey L. Fowler, 46, of Creston, was taken into custody 12:02 a.m. Nov. 28, at Birch and Prairie streets on the charge of OWI, first offense.
According to a Creston Police report, at approximately 11:37 p.m. Nov. 27, officers were driving behind a 2017 Jeep Compass when the Compass pulled over and the driver, later identified as Fowler, stuck her hand out of the window as if she were motioning to officers as they drove by.
When officers turned back to see if their assistance was needed, they spoke with Fowler, who had slurred speech, bloodshot, watery eyes and dilated pupils. There was a strong odor of a consumed alcoholic beverage coming from her breath. Fowler admitted to drinking a few beers.
Fowler consented to field sobriety testing and showed numerous validated clues of impairment. She consented to a PBT and produced a result above .08%.
Fowler consented to provide a sample of her breath for chemical testing and produced a result of .174%.
Fowler was transported to the Union County Jail where she was released from after posting $1,000 cash or surety bond.

Daniel J. Merritt, 22, of Creston, was taken into custody 12:54 a.m. Nov. 28, at Walnut and Montgomery streets on the charge of OWI, first offense.
According to a Creston Police report, at approximately 12:41 a.m. a 2016 Chevrolet Silverado was stopped for an equipment violation. Contact was made with the driver, identified as Merritt. During the course of the stop, officers observed various open containers of alcoholic beverages inside the truck and a strong odor of an alcoholic beverage.
Merritt admitted to drinking a couple of beers prior to being stopped. He refused all field sobriety testing and a PBT.
Merritt was transported to the Union County Law Enforcement Center were he consented to provide a breath specimen for chemical testing. The test result indicated Merritt to have a BAC of .150%.
Merritt was transported to the Union County Jail where he was released from after posting $1,000 cash or surety bond.

Olivia G. Hagen, 21, of Afton, was taken into custody 1:47 a.m. Nov. 28, at the Union County Law Enforcement Center on the charge of OWI, first offense.
According to a Creston Police report, a 2009 Toyota Camry was observed westbound on Montgomery Street from Walnut Street. The Camry turned south on Pine Street, west onto Adams Street and then quickly turned north into the alley and shut off its headlights. The Camry proceeded to turn back west onto Montgomery Street with its lights off.
A traffic stop was conducted and contact was made with the driver, identified as Hagen. Hagen had bloodshot, watery eyes, slurred speech, and dilated pupils. A strong odor of a consumed alcoholic beverage was detected coming from her breath.
Initially Hagen denied having drank any alcohol, but later admitted to consuming two drinks at a local bar. Hagen consented to field sobriety testing and showed numerous validated clues of impairment. She consented to a PBT and produced a result over .08%.
Hagen consented to provide a sample of her breath for chemical testing and produced a result of .108%.
Hagen was transported to the Union County Jail where she was released from after posting $1,000 cash or surety bond.

Jayson L. Shimer, 19, of Creston, was taken into custody 8:32 p.m. Nov. 28, at his residence on the charge of harassment - threaten bodily injury, second degree.
According to a Creston Police report, at approximately 7:48 p.m., officers spoke with a male who reported Shimer had been following a vehicle the male was a passenger in, for over an hour and had threatened to beat up the male.
Officers spoke with Shimer, who admitted to threatening the victim and following him around town and pulling up behind the vehicle the victim was riding in when the vehicle stopped.
Shimer was transported to the Union County Jail where he was released from after posting $1,000 cash or surety bond.

Theresa M. Marcione, 44, of Mount Ayr, was taken into custody 11:32 a.m. Nov. 30, in the 800 block of Laurel Street on the charges of driving while barred, disorderly conduct, possession of drug paraphernalia, assault and possession of a controlled substance - marijuana, second offense.
According to a Creston Police report, at approximately 11:15 a.m. officers responded to an assault at a local restaurant. When they arrived, they learned the suspect, identified as Marcione, had become loud and disruptive inside the restaurant and when asked to leave, shoved a waitress. Marcione had left the area in a 2020 GMC Terrain. The GMC, which was being driven by Marcione, was located at Walmart.
While speaking with Marcione, officers observed two marijuana pipes with marijuana residue inside the GMC in plain view. Marijuana was also discovered in Marcione’s purse. She admitted to purchasing the marijuana in Missouri.
Marcione was discovered to have a barred driver’s license. She admitted to shoving the waitress at the restaurant.
Marcione was transported to the Union County Jail where she was released from on her own recognizance after seeing the magistrate.

Mei Han, 47, of Creston, was taken into custody 11:55 p.m. Dec. 1, at the Union County Law Enforcement Center on the charge of domestic abuse assault.
According to a Creston Police report, at approximately 11:21 p.m. a domestic disturbance was reported in the 1100 block of North Oak Street. Han and an adult male victim both made statements to officers that Han approached the victim and slapped him in the face then grabbed the victim by the throat. The victim restrained Han to stop her from committing any further aggressive acts toward him.
Han was transported to the Adams County Jail and held without bond until seen by the magistrate.
