Melinda A. Foland, 44, of Afton, was taken into custody 11:14 a.m. Nov. 26, at Highway 34 and Chestnut St. on two Union County warrants for the charges of OWI, first offense and failure to appear on the original charge of possession of a controlled substance - marijuana, first offense.

According to a Creston Police report, at approximately 8:49 p.m. Oct. 10, a traffic stop was conducted at Fremont and Cherry streets on a 2012 Kia Soul for being parked where prohibited. Contact was made with the driver, identified as Foland, who had slurred speech, dilated pupils, and bloodshot eyes. She denied she had used any substances other than prescribed medications.

Foland admitted to having a marijuana vape and handed it to officers from her purse. She said she had used the vape approximately four hours prior. She denied using any other illegal substances. Foland consented to field sobriety testing and Advanced Roadside Impaired Driving Enforcement (ARIDE) tests, and showed numerous validated clues and indicators of impairment.

Foland consented to provide a urine sample for chemical testing, which was submitted to DCI lab. A toxicology report received Nov. 12, showed a positive screen for amphetamines and marijuana metabolites. The report detailed a confirmed presence of methamphetamine, amphetamine and a metabolite of THC.

According to Union County District Court documents Foland was ordered to appear Nov. 12, in court for a pretrial conference on the original charge and did not.

Foland was transported to the Union County Jail where she was released from after posting $2,000 cash or surety bond.

Toby A. Crawford, 47, of Creston, was taken into custody 4:35 p.m. Nov. 26, at Cherry and Howard streets on a Union County warrant for the charge of OWI, first offense.

According to a Creston Police report, at approximately 12:26 a.m. Oct. 11, a 2013 Mazda CX-5 was stopped after being observed traveling 30 mph in a 25 mph zone. Contact was made with the driver, identified as Crawford, and the odor of marijuana was detected coming from the vehicle. Marijuana roaches were observed in the passenger door of the vehicle. Crawford made statement about last smoking marijuana at approximately 7 p.m. Oct. 10.

During a probable cause search of the Mazda officers located four empty containers marked as containing marijuana as well as the roaches. Crawford consented to field sobriety testing and ARIDE tests and showed numerous validated clues and indicators of impairment. Crawford consented to provide a urine specimen for chemical testing. A toxicology report was received Nov. 12 which showed a positive screen for dextromethorphan and marijuana metabolites.

Crawford was transported to the Union County Jail where she was released from after posting $1,000 cash or surety bond.

Rhodey L. C. Fechter, 22, of Creston, was taken into custody 10:09 p.m. Nov. 26, at his residence on the charge of domestic abuse assault - strangulation.

No details on the charge were available.

Fechter was transported to the Union County Jail and held without bond until seen by the judge.

Daniel Swank, 41, of Saint Charles, was taken into custody 2:34 p.m. Nov. 26, at the Union County Law Enforcement Center on a Union County warrant for the charges of sexual abuse, third degree and indecent exposure.

According to an Afton Police report, at approximately 11:30 a.m. Oct. 16, Swank was inappropriately touching himself in a public parking lot on Jefferson Street, while in the presence of a female victim, against the victim’s will. Swank is the employer of the victim and in a position of authority over the victim.

The victim told Swank on several occasions this action was inappropriate but Swank continued to do it. The victim also told Swank they feared losing their job. Swank requested the victim get in the vehicle and watch him.

Swank was transported to the Union County Jail where he was released from after posting 10% of an $11,000 bond.
