Francisco A. Salazar Barragan, 27, of West Point, Nebraska, was taken into custody 5:56 p.m. Oct. 28, at mile marker 83 of Interstate 80 on the charges of OWI, first offense and possession of a controlled substance - marijuana, first offense.
According to an Iowa State Patrol report, at approximately 4:24 p.m. a 2004 Ford Taurus was observed crossing the center lane and fog lines within the period of a mile. A traffic stop was conducted and contact was made with the driver, identified as Barragan, who had bloodshot, watery eyes and a faint odor of alcoholic coming from his person.
Barragan told troopers he had not consumed any alcohol. He consented to one field sobriety test and showed clues of impairment. He refused all other field sobriety tests and a PBT.
After being told he was being arrested for not having a valid license, Barragan reached into his front pocket, pulled out a baggie containing marijuana and handed it to law enforcement.
Barragan was transported to the Adair County Sheriff’s Office where he refused to provide a breath or urine specimen for chemical testing.
He was released from the Adair County Jail after posting $1,000 cash or surety bond.

Janet P. Osoro, 35, of Lincoln, Nebraska, was taken into custody 7:09 p.m. Oct. 28, on Interstate 80, on the charge of OWI, first offense.
According to a Stuart Police report, at approximately 5:05 p.m. a 2020 Chevrolet Trax was reported as driving all over the road while on the interstate. The vehicle exited at Stuart. Officers located the Trax at Kum & Go and got behind it for observation as it reentered the interstate.
The Trax was observed swerving from lane to lane, on to the shoulder and partially into the grass area of the ditch. A traffic stop was conducted and contact was made with the driver, identified as Osoro, who had bloodshot, watery eyes and the strong odor of an alcoholic beverage coming from her person. Osoro admitted to drinking two bottles of wine approximately two hours prior to being stopped.
Osoro was unable to locate her driver’s license even though it was in plain sight and officers had to help her retrieve it from her wallet. Her responses were delayed. Osoro consented to field sobriety testing and had difficulty completing the tests and at one point attempted to use the patrol unit and officer for support. A PBT indicated Osoro to have a BrAC of .307%.
Osoro was transported to the Adair County Jail where she consented to provide a breath specimen for chemical testing which indicated Osoro to have a BAC of .247%.
Osoro was released from the Adair County Jail after posting $1,000 cash or surety bond.

Barrett M. Driskill, 39, of Des Moines, was taken into custody 7:51 p.m. Oct. 30, from the Cass County Jail on an Adair County warrant for the charge of failure to appear on the original charges of eluding - injury, OWI, drugs or while participating in a felony and possession of a controlled substance, third or subsequent offense.
According to Adair County District Court documents, Driskill was ordered to appear in court Sept. 1, 2023, on the original charges and did not.
Driskill was transported to the Adair County Jail and held on $5,000 cash only bond.

Chelsea M. Kevan, 32, of Hinckley, Minnesota, was taken into custody 1:10 p.m. Nov. 2, at mile marker 86 of Interstate 80, on the charges of OWI, second offense; possession of drug paraphernalia; possession of a controlled substance - marijuana, first offense; child endangerment and fugitive from justice - Colorado warrant.
According to an Iowa State Patrol report, at approximately 9:21 a.m. a 2009 Dodge Journey was reported for driving recklessly and unable to maintain its lane. Troopers in the area were able to locate the vehicle and followed it for observation. The Journey crossed the center line multiple times and almost struck other vehicles.
A traffic stop was conducted and contact was made with the driver, identified as Kevan. The odor of marijuana was detected coming from the vehicle and a glass marijuana pipe was observed in plain view in the center console. Kevan’s speech appeared slow and lethargic. She said her driving was poor due to having been driving since 10 p.m. the night before. A 3-year-old child was in a car seat in the second row of the vehicle.
When Kevan was asked about the pipe and marijuana in the vehicle, she handed the paraphernalia and a small amount of marijuana to law enforcement. The pipe had been used and contained partially burnt marijuana.
Kevan consented to leave the child in the car and go with the trooper to his patrol unit. While in the car, no odor of alcohol was detected coming from Kevan’s person. She said she last smoked marijuana the previous night before leaving Colorado. Kevan and the trooper returned to her vehicle, removed the child and secured her in the car seat the backseat of the patrol unit. Kevan then consented to field sobriety testing and showed some clues of impairment. She was then given ARIDE tests and showed clues of impairment in these tests as well. A PBT confirmed impairment was not due to alcohol.
Kevan and the child were transported to the Adair County Sheriff’s Office where Kevan consented to provide a breath specimen for chemical testing but refused to provide a urine sample. She admitted she was refusing because it would show marijuana in her system and she believed this would result in her being charged for driving while impaired.
Kevan has a prior conviction for OWI Jan. 25, 2022, in Anoka County, Minnesota. It was also discovered Kevan had an extraditable warrant from Greeley, Weld County, Colorado for vehicular eluding and theft - $2,000-$5,000. The warrant was confirmed by state patrol.
Kevan was transported to the Adair County Jail and held on $1,000 cash or surety bond for the Adair County charges and $500 cash only bond for the Colorado warrant.
