Creston Police report - July 22, 2024

Mark T. Bregar, 24, of Creston, was taken into custody 12:49 a.m. July 20, on Cherry and Townline streets for the charge of driving while barred.

According to a Creston Police report, at approximately 12:25 a.m. officers stopped a 1999 Jeep Cherokee. Contact was made with the driver, identified as Bregar. Bregar admitted to not having a valid license and was discovered to be barred.

Bregar was transported to the Union County Jail where he was released from after posting $2,000 cash or surety bond.

Ashley D. Vandel, 32, of Creston, was taken into custody 5:11 p.m. July 21, in the 800 block of South Walnut Street on the charge of allowing an animal to run at large.

According to a Creston Police report, at approximately 4:32 p.m. officers were notified of an adult male who was bitten by a loose dog. Officers observed a bite mark on the male’s right calf which had broken the skin and required the victim to seek medical attention.

The owner of the dog, identified as Vandel, admitted the dog was let outside without a leash or tie down.

Vandel was cited and released at the scene on a summons to appear.

Jenifer L. Johnson, 41, of Lenox, was taken into custody 7:21 p.m. July 21, at Russell and Peterson streets on the charge of driving while suspended.

According to a Creston Police report, officers stopped a 2005 Jeep Grand Cherokee and made contact with the driver, identified as Johnson, who has a suspended license.

Johnson was transported to the Union County Jail where she was released from after posting $300 cash or surety bond.

Laura A. Phelps, 51, of Afton, was taken into custody 9:41 p.m. July 21, at Highway 34 and Pole Road on the charge of OWI, second offense.

According to a Creston Police report, at approximately 9:10 p.m. a 2007 Hummer H3 was reported to be swerving all over the road and had cut off the reporting party before turning into Taco John’s.

Officers located the vehicle and observed it to cross the center line multiple times and weave within its lane. A traffic stop was conducted and contact was made with the driver, identified as Phelps, who immediately attempted to hand officers a debit card believing it was her license.

She told officers she had been driving poorly because she was trying to eat tacos. Phelps had bloodshot watery eyes, dilated pupils, slurred speech and had a strong odor of a consumed alcoholic beverage coming from her person. Phelps admitted to consuming two beers earlier in the afternoon and to taking numerous prescription medications shortly before drinking.

Phelps consented to field sobriety testing and showed numerous validated clues of impairment. She consented to a PBT and produced a BrAC of over .08%. She was transported to the Union County Law Enforcement Center where she consented to provide a breath specimen for chemical testing. The result indicated Phelps had a BAC of .184%.

Phelps was transported to the Adams County Jail and held on $2,000 cash or surety bond.

Ronnee C. Abel, 44, of Creston, and Vicki J. Abell, 66, of Indianola, were taken into custody 1:08 a.m. July 22, at Adams Street and New York Avenue on the charges of possession of drug paraphernalia and possession of a controlled substance - methamphetamine. Abell was charged with a first offense possession and Abel was charged with third or subsequent offense.

According to a Creston Police report, at approximately 11:53 p.m. July 21, officers stopped a 1998 Chevrolet S10 pulling a trailer with no lights or license plate. Contact was made with the driver, identified as Abell and passenger, identified as Abel.

Adams County K9 was deployed around the S10 to conduct a free air sniff. The K9 gave a positive alert for the odor of narcotics. A probable cause search was conducted. Officers located a THC vape pen in a purse belonging to Abel and a methamphetamine pipe with a crystalline substance in it, in a box, on the passenger floor board. The substance field tested positive for methamphetamine. Neither the driver or passenger took responsibility for the pipe.

Abel has two prior drug convictions.

Abell and Abel were transported to the Union County Jail where Abell was released from after posting $1,300 cash or surety bond. Abel was transported to Adams County Jail and held on $5,300 cash or surety bond.
