Adair County arrest report - July 1, 2024

Dennis D. Buckner, 71, of Fontanelle, was taken into custody 8:42 p.m. June 27, at the Casey’s in Fontanelle, on the charge of harassment, third degree.

According to an Adair County report, at approximately 7:08 p.m. the parent of a minor employed at Casey’s, reported his child had been harassed by a customer while working.

When deputies spoke to the victim, who appeared to have been crying and was upset by an interaction with a customer, identified as Buckner, who had made comments to the victim in the past as well. In a written statement, the victim said Buckner “asked me to give him something for his birthday saying I was just the right age and I wasn’t too young.” Buckner then stood in the store by the counter waiting for another customer.

Deputies confirmed the interaction occurred between 5:35-5:40 p.m. by viewing store surveillance footage. Another customer in the store at the time confirmed the victim’s account.

When deputies spoke with Buckner, he admitted to speaking with the victim, who he said he had known since they was little and anything he said, was meant as a joke.

Buckner was transported to the Adair County Jail where he was release from after posting $300 cash or surety bond.

Igor Stoyan, 22, of Lincoln, Nebraska, was taken into custody 9:59 p.m. June 28, at mile marker 88 of Interstate 80 on the charge of OWI, first offense.

According to an Adair County report, at approximately 7:45 p.m. Stuart Police requested assistance from the sheriff’s office for a driver involved in a road rage incident. Stuart Police believed one of the people involved to be impaired and observed paraphernalia in the suspect driver’s truck. Deputies spoke with Stuart officers who stated the driver of a box truck reported a truck and trailer had veered into their lane and side swiped the box truck. Stuart Police located the suspect vehicle, a 2011 GMC Sierra, at the westbound exit.

Due to the actions of the suspect driver, identified as Stoyan, officers believed him to be impaired. Officers also observed CBD in the center console and a bottle of Tito’s Vodka. Deputies spoke with Stoyan and immediately detected the odor of an alcoholic beverage coming from his person. Stoyan admitted to being involved in the accident, but said the other driver veered into his lane.

Stoyan admitted to having three shots of alcohol, the last consumed at approximately 7 p.m. Stoyan consented to a PBT, the result of which was over .08%. He was transported to the Adair County Sheriff’s Office where he consented to provide a breath specimen for chemical testing. The test result indicated a BAC of .123%.

Stoyan was transported to the Adair County Jail where he was released from after posting $1,000 cash or surety bond. Stoyan was also cited for open container.
