Jeffrey L. Bandow, 67, of Creston, was taken into custody 3:19 p.m., Nov. 9, in the 800 block of Laurel Street on the charges of driving while revoked - operation without interlock device, driving while revoked and OWI, first offense.

According to a Creston Police report, at approximately 2:22 p.m., officers received report of a possible intoxicated driver. The caller stated they had believed the driver of a 2001 Dodge Dakota, later identified as Bandow, to be intoxicated and followed him to Walmart, where they observed him to pass out behind the wheel of the truck.

Officers made contact with Bandow, who had a strong odor of an alcoholic beverage coming from his person, bloodshot, watery eyes and slurred speech. He consented to field sobriety testing and could not recite a small portion of the alphabet or count a specific series of numbers as instructed. He was unable to complete a PBT.

He was transported to the Union County Law Enforcement Center where he consented to provide a breath sample for chemical testing. The sample indicated a BAC of .213%. It was determined Bandow’s license was revoked due to a prior OWI and was required to have an ignition interlock device and did not have one installed in the truck.

Bandow was transported to the Union County Jail where he was released from after posting $2,300 cash or surety bond.

Nevin A. Meisenheimer, 34, of Creston, was taken into custody 12:15 a.m., Nov. 10, at his residence on the charge of domestic abuse assault - parent with same minor child.

According to a Creston Police report, at approximately 10:59 p.m., Meisenheimer assaulted a female by pushing her and carrying her out of the residence. The victim stated she had brought a child whom they share, to his residence so he could take the child to daycare the next day. While she was there, she received a phone call from her current boyfriend, which made Meisenheimer angry and he took her phone from her.

While the victim was attempting to get her phone back, he pushed her by the neck, leaving a small mark and then picked her up and carried her out of the house. The victim was able to take Meisenheimer’s phone from his pocket and call 911.

Meisenheimer did admit to carrying the victim out of the house. Both Meisenheimer and the victim were heavily intoxicated at the time of the incident.

Meisenheimer was transported to the Union County Jail where he was released from after posting 10% of a $300 bond.

Jeanie D. Tavoada, 47, of Creston, was taken into custody 2:55 a.m. Nov. 10, at the Union County Law Enforcement Center on the charge of OWI, first offense. She was cited for a registration violation and failure to provide proof of financial responsibility (no insurance).

According to a Creston Police report, at approximately 2:10 a.m. officers conducted a traffic stop on a 2012 Chevrolet Cruze traffic stop with registration that expired in 2019. Contact was made with the driver, identified as Tavoada, who was very slow to respond to questions, had lethargic movements, bloodshot, watery eyes and a strong odor of alcohol coming from her person. She stated she was working at the Eagles and consumed seven vodka and water drinks.

Tavoada consented to one field sobriety test and showed numerous validated clues of impairment. She refused the two other tests offered but consented to a PBT test and produced a result over .08%.

She was transported to the Union County Law Enforcement Center where she consented to provide a breath sample for chemical testing, which indicated a BAC of .164%.

Tavoada was transported to the Union County Jail where she was released from after posting $1,000 cash or surety bond.

Sean C. Stauffer, 37, of Creston, was taken into custody 2:28 p.m. Nov. 11, at Elm and Clark streets for the charges of driving while suspended and interference with official acts.

According to a Creston Police report, at approximately 2:26 p.m. officers observed a 2006 Pontiac G6 on East Clark Street, the G6 turned north onto South Elm Street and pulled into a business parking lot. The driver, identified as Stauffer, who was the lone occupant of the car, exited the driver’s seat. As officers came back around the block, Stauffer was standing on the passenger side of the car and they noticed the front license plate and rear license plate did not match.

Officers pulled into the lot to speak with Stauffer about the license plates and requested his drivers license more than three times but he refused to provide it. It was found Stauffer had a suspended license.

Stauffer was transported to the Union County Jail where he was released from after posting $600 cash or surety bond.

Dale L. Shatto, 45, of Creston, was taken into custody 9:46 p.m. Nov. 11, at his residence on the three counts of domestic abuse assault.

According to a Creston Police report, at approximately 9:46 p.m officers were dispatched to a residence on the 300 block of North Spruce Street reference a domestic. When they arrived at the residence they found a phone on the front drive smashed and in several pieces. An extremely angry male, identified as Shatto, answered the door.

He stated he and an adult female at the residence had been arguing and he got upset, took her phone from the bedroom and smashed it on the ground. Shatto admitted to making some other threats but didn’t remember what all he had said.

Officers spoke to female who said when Shatto became upset, he threw an ashtray at the wall in her direction and smashed her phone. Shatto had come toward her but did not assault her. She said he had physically assaulted her in the past. The female was visibly shaken up and crying, while Shatto was laughing and joking outside standing on the porch.

There were two juveniles in the residence who were scared for their safety while Shatto was out of control and concerned for the female’s safety due to Shatto’s actions.

Shatto has made comments in the past about killing a male the female is involved with and hiring people to harm the female.

After Shatto was taken into custody, he said he had violent tendencies when provoked and said the female had provoked him. He also spoke about previously assaulting the female.

Shatto was transported to the Union County Jail where he was released from after he pled guilty to all counts and received a two-day sentence with credit for time served.
