Donald J. Noggle, 53, of Stuart, was taken into custody 12:56 p.m. Oct. 21 at his residence on the charges of false imprisonment, obstruction of emergency communications, interference of official acts, criminal mischief, fifth degree, public intoxication and two counts of domestic abuse causing bodily injury, first offense.

According to a Stuart Police report, 11:15 a.m. Oct. 21, law enforcement responded to a residence on South Gaines Street for report of a domestic assault between a male and female. When officers arrived in the alley behind the residence, they observed a male, identified as Noggle get on a bicycle and ride northbound in the alley while drinking a beer. Noggle was given commands by officers to stop but Noggle looked back at them and continued northbound. He turned west on SW 3rd Street, south on South Harrison Street, turned around and went northbound where he crossed SW 2nd Street and entered a gravel area with grain bins. He continued eastbound between buildings where a deputy was able to corner him and remove him from the bicycle. Noggle had an open, partially full can of beer in his possession. He told officers he didn’t stop because he didn’t want to deal with them.

The female at the residence stated Noggle was beating on the door during the morning and pushed past her after being told she didn’t want him there and was yelling about wanting cigarettes. When the female told Noggle she was calling the police, he went after her to get her phone and pushed and held her down, preventing her from leaving and making it difficult for her to breathe. The female gave him the phone in hopes he would leave and he smashed it against a table. During the altercation the victim sustained cuts to her right hand causing it to bleed and be swollen and painful. The victim ran to neighbors residence and asked them to call 911. The victim’s phone was found in the garden outside the residence, bent with the screen detached from the back.

The arresting officer was later informed of an altercation law enforcement responded to at approximately 9:32 p.m. Oct. 20 at the same residence between the victim and Noggle. After an incident with a neighbor and Noggle, officers were speaking with the victim over the phone when they heard Noggle yelling, the victim yell “ow, don’t push me” and then a loud thump followed by the victim crying and asking Noggle not to push her. Officers went to the residence and detained Noggle to conduct an investigation. The victim stated Noggle had pushed her and she had pain in her shoulder. Before officers could complete the investigation, Noggle had a medical issue requiring him to be transported for medical care. The county attorney was made aware of the incident and it was decided Noggle would be arrested when released or a warrant would be filed.

Noggle was transported to the Adair County Jail where he was released from on his own recognizance on a promise to appear.
