Layne Ruby, 25, of Creston was charged 8:32 p.m. April 4 with driver’s license denied or revoked in the 3200 block of Henry A. Wallace Road.

According to an Adair County Sheriff’s report, deputies were traveling south on Henry A. Wallace Road in a marked patrol car, and the radar unit indicated a vehicle traveling at 76 mph in a 55 mph zone. Deputies caught up with Ruby in the driveway of a residence, the he admitted to deputies that he was required to have an ignition interlock from a previous operating while intoxicated charge. The vehicle he was driving did not have the device installed. He also did not have his Temporary Restricted License (TRL) paperwork with him. Upon reviewing Ruby’s license information, deputies discovered Ruby’s driver’s license status was revoked and his TRL wasn’t valid.

Jason Caldwell, 50, of Stuart, was cited 9 p.m. April 4 for driving while barred, reckless driving and defective tires. He was released from a location in the 1900 block of Stuart Road.

Deputies were dispatched Dec. 25, 2021 to the area of 190th and Stuart Road on a report of vehicle that had crashed into the ditch, then a witness saw a male leaving the vehicle on foot. Deputies located a maroon Ford F-150, registered to Jason Caldwell. The truck was on the east side of the road facing west and unoccupied. The driver’s side tire was completely broken off down to the wheel rotor. A tire from the truck was located in the back yard of a residence across the road. Evidence of that tire in the yard, lug nuts found in the intersection the next day and information from a witness showed the vehicle was driven south on Stuart Road, then turned around at Arbor Hill Drive before driving back north again, according to a witness. The witness said a male walked out of the back yard and got in the truck, then drive north on Stuart Road before the tire came off. He drove back south without the tire. There were marks in the pavement showing where the metal of the tire rotor ground into the pavement.

Upon making contact with Caldwell over cell phone, he admitted he drove the vehicle, saying he had to drive down past 190th Street because his tire was having issues and he couldn’t turn right onto 190th Street. He also acknowledged his Temporary Restricted License and stated he had been working at Johnny’s Tap in Stuart that night. Officers confirmed with Johnny’s they weren’t open that night. Caldwell also had sent a local resident a text message saying he had rolled his truck and his tire was in her yard.

Caldwell had a Temporary Restricted License at the time of the incident. License was barred from Nov. 13, 2020 to Nov. 11, 2024, as a habitual offender. Caldwell violated the TRL due to place of work not open and operating.
