RobertDean Surrell, 38, 1005 Benton Ave., Corning, was charged with domestic abuse assault impeding flow of air/blood, disorderly conduct and obstruction of emergency communication 5:06 p.m. Dec. 29 on Loomis Ave. in Corning.

According to an Adams County Sheriff’s report, dispatch received a call about a domestic at the Riverview Apartments at approximately 5 p.m. on Dec. 28. When deputies arrived, they interviewed Surrell, who would not discuss the incident with the deputies. A deputy went to speak with a female victim, who had visible red marks on her neck from where she claimed Surrell grabbed her throat. The victim said she tried to call 911 at 6:43 p.m. Dec. 27 but Surrell grabbed her phone and stopped the call. The incident took place in a public place and there was a witness who observed the assault.

Surrell was released on $2,000 bond.
