Ryan L. Loy, 33, of Murray, was taken into custody 1:54 a.m. April 20, at the Union County Law Enforcement Center on the charge of OWI, second offense.

According to a Creston Police report, a 2014 Ford Escape was stopped on Highway 34 for failing to have required operating tail lights. Contact was made with the driver, identified as Loy, who had bloodshot, watery eyes, slurred speech and the odor of an alcoholic beverage emitting from his breath. A open container and a case of beer was observed in the vehicle. Loy made statements admitting to consuming alcohol.

Loy consented to one field sobriety test which showed clues of impairment. He refused the other tests and refused PBT. After being transported to the law enforcement center, Loy refused to provide a breath specimen for chemical testing.

Loy was convicted of OWI February 2023, in Clarke County.

Loy was transported to the Union County Jail where he was released from after posting $2,000 cash or surety bond.

Nicolas A. Klontz, 31, of Creston, was taken into custody 9:10 a.m. April 20, at his residence on the charge of child endangerment.

According to a Creston Police report, officers were called to a residence in the 500 block of New York Avenue for a report of a man, later identified as Klontz, with a gun, holding a female in the residence. When officers arrived at the scene, Klontz exited the residence, followed by the female. Klontz was detained and a loaded Sig Sauer P320 was found behind the couch, in the living room of the home.

The female told officers Klontz had grabbed the gun from the bedroom and was threatening suicide while the two were arguing. Klontz then set the loaded gun on the back of the couch, with two children under the age of 12 present.

Klontz told officers he understood introducing a loaded weapon into the situation and leaving it out, accessible to the children, created substantial risk to the mental and emotional health or safety of the children.

Klontz was transported to the Union County Jail where he was released from after posting $2,000 cash or surety bond.

Brandon M. Morrison, 38, of Greenfield, was taken into custody 4:13 a.m. April 21, in the Casey’s parking lot in the 100 block of West Taylor Street on the charge of OWI, third offense.

According to a Creston Police report, at approximately 3:37 a.m. officers observed a 2012 Kia Optima parked in the lot. The driver, later identified as Morrison, appeared to be sleeping in the driver’s seat of the running vehicle. Officers knocked on the window and shined a flashlight in Morrison’s eyes but did not get a response from him. Morrison woke up after officers pounded on the windshield of the vehicle.

After Morrison rolled down the window, the odor of an alcoholic beverage was detected and he had blood shot, watery eyes. Morrison said he was fine but told officers he drank about a six-pack at a local bar, where he had been drinking from approximately 9:30 p.m. until 2 a.m. Morrison told officers he thought he was in Greenfield.

Morrison consented to field sobriety testing and showed numerous validated clues of impairment. His PBT result indicated a BrAC of over .08%. Morrison was transported to the Union County Law Enforcement Center where he consented to provide a breath specimen for chemical testing, which showed Morrison to have a BAC of .148%.

Morrison had convictions in May 2012 and January 2014 in Page County for OWI.

Morrison was released from the Union County Jail after posting $5,000 cash or surety bond.

Nickie R. Stovie, 60, of Creston, was taken into custody 4:52 p.m. April 21, at the Union County Law Enforcement Center on the charges of unlawful possession of prescription drug; disorderly conduct - loud raucous noise; harassment - personal contact, third degree and possession of a controlled substance, first offense.

According to a Creston Police report, Stovie was yelling outside in public at a female who was inside of an apartment. Stovie was yelling with inappropriate language and made threatening statements at the female. Stovie was observed by officers outside, with an alcoholic beverage and while speaking with her, Stovie made statements similar to what was reported.

During a search of Stovie’s person after being taken into custody resulted in multiple pills, many of which were prescription only, being found in a prescription bottle for none of the pills it contained. Located in the bottle were eight alprazolam, atorvastatin calcium, linzess, dicyclomine hydrochloride, promethazine hydrochloride, gabapentin and one unidentified pill.

Stovie was transported to the Adams County Jail and held on $2,600 cash or surety bond.

Kevin L. Campbell, 60, of Kellerton, was taken into custody 5:36 p.m. April 21, in the 100 block of Manor Drive on the charge of domestic abuse assault causing bodily injury, first offense.

According to a Creston Police report, at approximately 4:54 p.m. officers responded to a domestic dispute between a male and female. The male, identified as Campbell, assaulted the female victim by holding her down and putting his hands around her neck. The female had red marks on her neck and back.

Campbell admitted to officers he held the female down. Campbell and the victim have been in a relationship for over two years.

Campbell was transported to the Union County Jail where he was held without bond until seen by a judge.

Lucinda D. Jones, 41, of Creston, was taken into custody 5:40 p.m. April 21, at her residence on the charge of domestic abuse assault causing bodily injury, first offense.

According to a Creston Police report, at approximately 4:54 p.m. officers responded to a domestic dispute between a male and female in the 100 block of Manor Drive. The female, identified as Jones, assaulted the male victim by hitting him in the arm with a baseball bat. The male had a large, swollen red mark on his right arm.

Jones admitted to officers she and the male were arguing and physically fighting. Jones and the male have been in a relationship for over two years.

Jones was transported to the Adams County Jail and held without bond until seen by a judge.
